About the Traff-iCase website

This website has been published to provide a go-to online resource for key, representative cases from motorists’ appeals to the independent adjudicator in relation to traffic penalties issued by civil enforcement authorities in England, Wales, Scotland and Northern Ireland.

The ‘key cases’ on the Traff-iCase website have been selected and curated to help explain and clarify the law and issues of traffic enforcement that frequently confuse and divide opinion, and which are often misinterpreted.

Motorists can benefit from searching for cases involving the same contravention type or similar issue to a penalty charge they may have received, allowing them to make an informed decision from a reliable source before submitting an appeal. Other interested parties; for example, the media or motorist groups, may use the information to help improve the accuracy and relevance of their content.

All key cases in one place

The Traff-iCase website publishes key cases from the various independent adjudicating bodies for civil traffic appeals in one place for the first time.

All from the same, combined key cases search portal, users can find key cases from the Traffic Penalty Tribunal (for appeals against penalties issued by authorities in England (outside London) and Wales, the Environment and Traffic Adjudicators and Road User Charging Adjudicators of London Tribunals, as well as the High Court (for instances where the adjudicator’s original decision was challenged by Judicial Review).

Cases from other UK parking and traffic tribunals, including the Transport Appeals Tribunal for Scotland and the Northern Ireland Traffic Penalty Tribunal, will be added in due course.

Vision, funding and ownership

The development of the Traff-iCase website and curation of the key cases has been led by the adjudicators of the Traffic Penalty Tribunal. All cases selected for publication, however, have been so based on their individual merits in explaining and clarifying issues, with a neutral stance on the adjudicating body that first published them.

All cases included on the site are in the public domain. While they have been curated together here for the convenience and interest of users, any information contained within the decisions remains the responsibility of the original adjudicating body.

Any questions relating to a case should also be directed to the original adjudicating body.

The development and ongoing management of the site is funded by Parking and Traffic Regulations Outside London (PATROL). PATROL is a joint committee of over 300 local authorities and charging authorities in England (outside London) and Wales, with a statutory role to make provision to fund the Traffic Penalty Tribunal. Authorities that undertake civil traffic enforcement are required by statute to make provision for independent adjudication for motorists’ appeals against any resulting penalties they issue.
